Phoenix-Mesa Gateway Airport
Master Developer Selection

In 2016, the Phoenix-Mesa Gateway Airport Authority (PMGAA) retained Neil Calfee to assist in their effort to procure a Master Developer for a 330-acre parcel located at the southwest corner of the airport complex. PMGAA was seeking to both monetize their asset and advance regional job creation goals. Mr. Calfee provided a host of services including:
- Formation of PMGAA goals and requirements for the solicitation
- Draft and finalize Request for Qualifications (RFQ) document in conjunction with PMGAA staff and administration
- Participate in Pre-Bid Meeting
- Answer RFQ respondent questions and draft solicitation addendums
- Review RFQ responses and make shortlist recommendations to PMGAA staff
- Draft and administer Request for Proposals (RFP) to shortlist respondents
- Review RFP responses and facilitate PMGAA interviews with respondents
- Finalize and document selection process
The solicitation process took approximately seven months and resulted in PMGAA selecting an international consortium to act as their Master Developer for the entire 330 acres. The result is SkyBridge Arizona, the nations first international cargo hub that places both American and Mexican customs officials at the same location preclearing goods to be flown into any city in Mexico without the need to clear centralized customs in Mexico City.
